of a third-party company under the auspices of APACS to develop
and run a network of shared neutrally branded branches. The company
could be wholly or partly owned by APACS, with third-party operators
appointed to operate the network on behalf of the banks. The branches
should be focused solely on the provision of counter facilities
and a range of agreed ancillary services, to predetermined operating
standards. They could be made available to customers of all banks,
building societies and other approved organisations seeking counter
facilities for their account holders.”
